This portrait appears to be a copy of a 1739 mezzotint by Andrew Miller, itself a copy of Godfrey Kneller's portrait of Lebeck the tavern keeper. It might be that the 'L. B.' for Lawrence Begg is a play on Kneller's 'L. B.' of Lebeck. The artist is described as Scottish School, which could be Lawrence Begg.
