The subject of a competition, ‘Shoal’ was commissioned by Harlow Renaissance and Essex County Council’s Hotspots Campaign to replace Hilary Frew’s ‘Two Children on a Rock’ (which had been vandalised) in Harlow Town Park’s paddling pool.
