Born in King's Lynn, Norfolk, Dawber had a particular affinity with the countryside. He was a leading exponent of rural domestic architecture and his work is particularly associated with the Cotswolds. He trained in the practice of Sir Ernest George and Harold Peto, supervising their work on Batsford Park near Moreton-in-Marsh, in the Cotswolds. He was President of Royal Institute of British Architects (1925–1927) and received the Royal Gold Medal for architecture (1928). He played a prominent role in establishing the Council for the Preservation of Rural England (now the Campaign to Protect Rural England) and served as its chairman. He was elected to the Royal Academy in 1935 and knighted in 1936.
