Tennent served as MP for Belfast 1832–1845 before appointment in 1846 as the 5th colonial secretary of Ceylon (now known as Sri Lanka) serving until 1850. He held the position of Permanent Secretary to the Board of Trade from 1852 until 1867, a precursor to the Department of Trade and Industry. Knighted in 1845; in 1867 he was made a Baronet.
Edith Letitia Anna Emerson-Tennent, listed as Mrs Arthur Rashleigh below the painting, presented this portrait of her grandfather to City Hall while her aunt, Eleanor had previously donated a bust of her father which sits on the Rotunda of City Hall in 1916.
