Halton was born in Cumberland, entered Queen's in 1649 and became a Fellow in 1656, Provost in 1677 and Vice-Chancellor in 1679–1681 and 1685. He was a man of affairs; admiring buildings in the classical style, he was instrumental in the building of the library.
