The sitter was born Charles Edward Gregg Fisher. In 1868 he married Mary Philippa, daughter of James Henry Alexander Philipps (originally Gwyther), half-brother and heir of the 1st Baron Milford of Picton Castle of the second creation. By royal licence, dated 29 July, 1876, he assumed the surname of Philipps, in lieu of that of Fisher, in compliance with the testamentary injunction of his father-in-law. Sir Charles is buried in Slebech Church Churchyard, Haverfordwest, Pembrokeshire.
He is wearing the uniform of a Colonel of the Pembroke Yeomanry. He was also Lord Lieutenant, and three times Mayor, of Haverfordwest.
