In 1867 the Conservative Government set up a Royal Commission into trade unions. Harrison was asked to serve on it in his capacity as a gentleman with strong connections with the union movement. The 1871 Trades Union Act was shaped by Harrison’s pro-union influence on the government.
Harrison lived in Bath for the last decade of his life. This painting was commissioned to hang in Bath’s Guildhall, in commemoration of Harrison’s contribution to public life.
